     Heads of police forces and the Security Service of Ukraine are ordered to go to the military order of service, and also for 24 hours to get in touch with the General Headquarters in Sevastopol. A separate section is devoted to foreign countries. Countries that want to maintain diplomatic relations with Ukraine should send their naval attache in Sevastopol.
     Among other things, the president requires the government to freeze the assets of foreign companies and put them under full state control, to confirm the readiness of foreign powers in good faith to fulfill their financial obligations to legitimate Ukrainian Cabinet of Ministers.
